Marcel has been conducting social research for over
25 years. He is a specialist in adult education, human
resources development, and community and organizational
development. He also had extensive experience in program
reviews in Aboriginal development.
Marcel has 37 years of experience all with the Department
of Indian and Northern Affairs including 8 years of
work in Nunavut, Yukon and the NWT, where he spearheaded
the development and implementation of the Nunavut
Unified Human Resource Development Strategy (NUHRDS).
He has specific expertise in areas of adult education,
labour force development, community development, and,
management/executive development. Marcel’s career
had provided him with vast knowledge and appreciation
of First Nations and Inuit cultural sensitivities
and governance issues. He has acquired a wealth of
experience in team leadership, research and analysis,
program development, delivery and management, organizational
development, capacity development for governance,
and human resource development.
